Education supporters held a rally at the State Capitol on Jan. 30 to acknowledge the positive gains in public education. The group, led by State Senator Joyce Elliott, expressed their concern about House Bill 1040 which proposes creation of a Charter School Commission. Rally speakers, included ASBA Secretary-Treasurer Brenda McKown of Beebe, voiced opposition to the commission that would take on approving and managing charter schools, a role currently under the purview of the State Board of Education and the Arkansas Department of Education. HB 1040 would allow the takeover of "low performing" public schools, with no definition of what would constitute a low-performing school. The result would be the loss of local control of schools and input by parents and the local community.
