Last week's ruling by the Ark. Supreme Court regarding excess tax revenue served as Gov. Mike Beebe's topic during his address at the closing session of the ASBA Annual Conference. Beebe said he understood why the plaintiff districts sought to retain the funds for their local use, but he recounted in detail the history of the constitutional amendment that established the 25-mill base tax rate to support schools and to equalize funding throughout the states. Beebe mentioned the impact of the Lake View court decisions regarding an adequate and equitable education for all children and how he felt the effect of the Supreme Court split opinion is at odds with prior court rulings. Beebe wanted board members to fully understand the background of the case so that they could explain it to their constituents.
